DEPUTY TEAM LEADER - Design and Implementation of UK International
Climate Fund (ICF) Supported Programme “Assisting Institutions and
Markets for Resilience (AIM 4 Resilience)” Tanzania

Project Overview and Role
The objectives of the DFID-funded AIM 4 Resilience programme is to
enable the poorest and most vulnerable in Tanzanian society to benefit
from low carbon climate resilient development through institutional
strengthening and creating an enabling environment for private sector
innovation.
Primary responsibilities
The DTL reports to the Team Leader, and the position will respond to
requests and guidance from the Mott MacDonald Project Director and
Programme Implementation Committee.
The DTL is responsible for:
Supporting the Team Leader in overall technical, programmatic and financial management
Ensuring that project objectives, outcomes, and deliverables are met on time and within budget
Support capacity building activities to integrate climate change into development policies, programmes and plans
Leading communication and stakeholder engagement activities with government (national and sub-national), CSO and private sector
Participate in program review meetings;
Oversee logistics, procurement, bottlenecks in implementation, project management compliance etc.
Providing analytical and evaluative techniques to identify and resolve issues or problems; and
Perform other duties as requested by the Team Leader
Required qualifications
Master’s degree in international development, climate change or related fields;
5-7+ years technical expertise in capacity building, institutional strengthening and delivery of technical assistance
2+ years’ program management experience, preferably in a donor-funded
international development projects (DFID experience and knowledge of the
Theory of Change is an advantage);
Demonstrated understanding of the political economy of climate change in Tanzania
Experience with environmental or climate change policy or finance;
Experience with climate change adaptation and mitigation technologies and/or strategies;
Strong interpersonal and leadership skills
Proven ability to build and maintain effective working relationships
Strong analytical skills;
Ability to work effectively under pressure and to manage competing priorities;
Attention to detail and ability to effectively and efficiently perform
multiple tasks and balance competing priorities often within a required
timeframe;
Team player and willingness to learn and support learning of others; and
Fluency in written and spoken English and Kiswahili is essential.
