OVERVIEW:

The Global Health Supply Chain (GHSC) program, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across all health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH). In coordination with in-country and development partners, GHSC assists Government of Tanzania health programs by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broaden stakeholders' understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.



JOB SUMMARY:

The Logistics Data Associate (LDA) will work as part of the Logistics Management Unit (LMU) under the administrative and technical guidance of the Lead Supply Chain Monitoring Advisor in each MSD Zone or Sales Point. The LDA will serve as the data champion of the zonal team, leveraging data from the electronic logistics management information system (eLMIS), ILSGateway, Epicor 9 or other information systems to identify priority areas to strengthen of the supply chain and promoting improved use of data for decision making. The LDAs will also support the project’s performance management initiatives that will aim to routinely identify supply chain issues and coach stakeholders from the Government of Tanzania to take associated corrective action. The LDA will also support the GHSC’s change management efforts to improve data use and quality. The LDA will also support the LMU team to ensure consistent reporting and requisitioning from all public health facilities. Ultimately, LDAs will be expected to transition responsibilities to the MOHCDGEC, over a timeline as agreed by USAID.



RESPONSIBILITIES:

Responsibilities may include, but are not limited to, the following:

·         Actively support the project’s change management initiative at the council and regional levels to improve data visibility, quality and use

·         Support LMU staff in managing the eLMIS and generating various logistics reports from the various information systems at the Zonal level

·         Serve as a primary support resource for the LMU for managing the ILSGateway and eLMIS at Zonal level by:

-          Training, orienting and registering new users

-          Identifying and reporting eLMIS related issues

-          Managing eLMIS requisition groups

-          Managing facilities within the ILSGateway and eLMIS

-          Managing existing ILSGateway and eLMIS users

·         Analyzing and where appropriate, disseminating logistics reports generated from the eLMIS for supply chain performance monitoring. These include but are not limited to: 

-          Reporting Rate reports for ARV, Laboratory, TB and ILS.

-          Adjustment Summary report  

-          Stock out reports  

-          Stock imbalance reports  

-          Ensuring that facilities are reporting and submitting their orders on time  

-          Oversee the quality of logistics data captured in the eLMIS 

·         In collaboration with other LMU, MOHCDGEC & MSD staff, conducting Data Quality Assessments (DQAs) to examine discrepancies in logistics data reported on paper R&R and that which is captured in the eLMIS and taking corrective action, as needed.

·         Analyzing and where appropriate, disseminating logistics reports generated from E9 for supply chain performance monitoring including but not limited to:

-          Stock movement reports  

-          Stock On Hand reports

-          Stocked out reports report  

·         Following up with facilities on the timely submission of various logistics reports including ILSGateway monthly reports. Further ensuring the identification and reporting of ILSGateway related issues.

·         Further ensuring consistent triangulation of data generated between the ILSGateway, eLMIS, E9 and other relevant information systems where appropriate.

·         Participating in the timely preparation of various zonal reports including but not limited to:

-          Monthly Advisory Order Sheet (MAOS) including conducting physical count to prepare quantity ordered at zone and received from central MSD

-          Ordered Quantity vs. Received Quantity (MAOS vs. Quantity Received )

-          Monthly Activity Register MAAR which will include information to be included into the report e.g. number of HFs within the zone and logistical challenges discovered during analysis of various ILSGateway and eLMIS reports

-          LMU Performance Management Plan (PMP) 

-          Weekly and Monthly LMU reports

·         Participating in the EUV survey, as required

·         Maintain a register of names, by gender for the number of the health care workers who receive formal trainings and those who receive OJT conducted during the supportive supervision at facility level

·         Conduct any other duties that may be assigned by supervisor or other project management staff. 



QUALIFICATIONS REQUIRED 

Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:

·         A qualified Pharmacist, or other Public Health professional with at least two

years experience in data management or experienced Public Health Logistician with at least three years experience.

·         Experience working with eLMIS and ILSGateway is preferred.

·         Experience in logistics/supply chain management and or public health commodities management desirable.

·         Experience working with the Government of Tanzania and other NGO’s preferred.

·         Excellent written and verbal English.

·         Ability to prepare and present information related to malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH).

·         Ability to work on a team to develop strategies and manage implementation of projects.

·         Ability to work independently.

·         Previous work experience with USAID-funded projects desirable.

·         Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.

·         Team player.

·         Ability to travel for an extended period of time away from the duty station to support technical activities.
