Tanzania Mortgage Refinance Company Limited (TMRC) is a private sector
financial institution owned by commercial banks and non-banks
institutions. The purpose of TMRC is to support banks to do mortgage
lending by refinancing banks' mortgage portfolios on a long term basis.
TMRC is a Mortgage Liquidity Facility (MLF) for banks.

Job Title: Manager Information Technology
Reports to: Heads of Operations
Job Description
The incumbent will be responsible for analysis, designing, programming,
testing and implementation of new or existing systems cost effectively,
hence responsible for all aspects of development and support for
internally created or supported application software, including: the
development methodologies, technologies (language, databases, support
tools), development and testing hardware/ software environments.
Accountable for IT security implementations, and management according to
TMRC standards and policy, ensure the network is properly configured.
Support and train end users and ensure reliability and availability of
IT systems. Implement the system/level controls and maintain system
documentation.
Key responsibilities:
Responsible for the Integrity, Maintenance and changes to the Application Development Servers and Databases. (DBA)
Responsible for developing and implementing change control processes for the development of applications to follow.
Provides ad-hoc reporting using crystal report for decision support as required for management decision processes.
Makes technology decisions that affect Software Development.
Assisting Head of Operations & IT in:
Planning, implementing and managing the integrated information system
strategy to facilitate achievement of TMRC's business strategy.
Maintaining disaster recovery plans for the organization's information system to ensure business continuity.
Effective maintenance and Monitoring of information system security
policies, procedures and control techniques and ensure that they are
adhered to.
Information systems development and support.
Plan and upgrade systems to meet current and future organizational business needs.
Support TMRC's ICT infrastructure i.e. SAGE Accpac ERP & Mortgage Refinancing Information System (MRIS),
MS Windows operating systems, CISCO equipped Network and associated hardware equipment.
Execute TMRC's IT plan and the day to day IT activities i.e. backup
TMRC's Data, user support, repairs and recommend acquisition of
hardware, software and maintenance required. Performs other or related
duties as assigned by the management.
Qualification and Experience
i. Holding a bachelor's degree in Computer Science, Advanced
Diploma/Higher Diploma in Computer Science/Information Technology with
at least 5 years work experience in a senior position as a Systems
Analyst and Design or Computer Programmer. Also he/she should have vast
experience in hardware and software installation and configuration.
ii. Experience and Strong understanding of the software development cycle: .
iii. Experience in Visual Studio, ASP.Net web application. Able to
create ASP.NET Web applications using any .NET programming language
(Visual Basic, C#, Managed Extensions for C++, and many others) and .NET
debugging facilities as well as access data using ADO.NET. Also, able
to access operating system services using .NET Framework classes, and so
on.
iv. Relevant experience with web services and REST
v. Familiar with new IT Developments such as Windows Server 2008, MS
Exchange 2010, MS SQL Server 2008, Windows 7, Office 2010,Crystal Report
etc.
vi. Strong background in user support.
vii. Experience in hardware and software development, installation and
configuration, User support in using IT Services as well as maintaining
IT infrastructure.
viii. Master's Degree in Information Technology and being well
knowledgeable and experienced in banking operations and Information
Technology will be added advantages.
